In addition to doing a Benefit/Cost analysis we examined the alternatives from a qualitative standpoint. To do this we developed the weighted decision matrix shown below. We first identified different qualities we believe are important to an interchange and attached a signifiance or weight to each quality or category. The two alternatives were then ranked based on how well we believed the alternative satisfied the category. The ranks were then multiplied by the weights giving a score. These scores were then added up to give us a quantitative way of comparing the qualities of the alternatives.

Based on the weighted decision matrix the Partial Cloverleaf Interchange is the preferred alternative.
